Conditional formatting using a formula

I attached my spreadsheet for review. I want conditional formatting on cell N4 (Pulling Eye). What I am trying to do is - if someone chooses 'Side A' and types a number greater than 99 in cell O4 (Assembly Length), I want the cell to highlight green.

The cells in row 4 all have drop down lists using data validation and all of the values and data are on the 2nd tab.

I have tried this formula a bunch of different ways, but cannot get it to work.
