I'm curious if it is possible to have a SUMIF function determine a total ofr numbers in a column but only if cells in the column next to it are being used?

Try
=SUMPRODUCT((G4:G15<>"")*(F4:F15))

Then you would probably want to switch over to SUMIFS(), this allows you to set multiple criteria.

Wouldn't that be
=SUMIF(G4:G15,"<>",F4:F15)
