Strange formula behaviour, works one day but not the next?

I have the formula as shown below, provided by a user on here and modified slightly by me just to add different features. I have checked the behaviour usinig the original formula and it behaves in the same way.

I enter all the parameters into the associated cells and have a conditional format that highlights a line in the table if a response time is not met. When I enter the details everything works as expected but the next day, I enter the same info and if the response time is less than 4 hours but spanned over 2 days, then it incorrectly shows as being outside the response time. If I change the -1 within the NETWORKDAYS formula to -0 it works no problem and everything is ok. The next day however the same error occurs and I have to change the -0 back to -1 to make it work.

Anyone got any suggestions as to why this might be happening? I have attached the workbook with 1 data entry in January to act as an example. I hav e also attached the workbook which shows the formula not working. The book with test in the heading is working ok.
