forumula - don't know how to double if or if/and?

I want this to occur on every line
1 if the line would be less than $110, to display as free
2 if column e&g is below column c to display as c

something like in c9 do if(C9-j2<10;"free";c9-j2) maybe? couldn't get the formula to work

not sure on how to do the other
