Dynamic Name Range using Offset&Match with Match based off a different column

Hi, regular viewer but first time posting.

I am trying to create a Dynamic Name Range to be used in a Data Validation list and am struggling to work out how to get the Offset/Match component to work when the match is based on a different column.

I've attached a sample of what my worksheet looks like. I need the Dynamic Range List to only include the stores (COL A) if (COL B) says "YES" but I need to exclude blank rows as well because this list will grow.

I thought using OFFSET($A$1,0,0,MATCH("*",$B:$B,-1),1) would work if I replaced the "*" with "YES" but it doesn't.

Could anyone please provide some guidance?

The 'yellow' color marked cell is the final result.

    Please try this file.
