Count how many times a cell that represent other cell is higher/equal/lower than another

Hello everyone!
I'm a newcomer here in this forum, so I'd like to apologize in advance for any of my mistakes.
I'm not really good with excel formulas, so it would be super cool if I could get an assistance on solving this problem that I'm facing right now.
So here's the deal:

I have this data of Indonesian Super League 2011-12 results, as shown on the example below.

I'm trying to count how many times the home team Persipura won a match.
Using manual 'eyeballing' method, on that example, with Persipura played twice at home, they won 1 match (row 10, Persipura 3-1 Gresik United), and drew 1 match (row 2, Persipura 3-3 Persiba). So the correct answer is 1.

But how am I going to count the equation using excel formula?

From the file that you attached, it shows the total number of goals scored by a country on their home game.
For instance: country2, played twice (rows 4 and 14), scored 5 goals (2 goals in row 4, 3 in row 14), and conceded 2 goals (1 goal on each rows 4 and 14).

What I'm trying to find is: how many times country2 scored more goals at home than their opponent.
In other words: how many times country2's home (column C) is higher than country2's away (column D)?
Using the 'eyeballing' method, the answer is 2. But is there any appropriate formula for this equation?
