Trying to countif 2 columns meet different criteria

I have a list of room numbers in column B, and a list of surveys value, from 1 through 10. I need to know when a room number gets a survey value, if this is good or bad, taking Into consideration two things, the first one is that the only good surveys that count in my favor are those greater than 8, and that sinve there are two tower in this hotel where the only difference in room numbers is that in one tower the last two digits of the room number start from 40, and on the other other tower they start from 01.
Ex. Tower 1, 1001 and tower 2, 1040.
Anyone has an answer for this?
