Calculate US Government Fiscal Year Week with Sunday(Start) and Saturday (End)

So how do the week numbers work at the start of the year (and the end)? October 1st was a Tuesday this year so was that in week 1 and then Week 2 starts on 6th Oct?

If so then try this formula

=INT((A1-DATE(YEAR(A1+92)-1,10,1)-WEEKDAY(A1))/7)+2

Looking at those I'd say that the formula I suggested should work for you - did you try it?
