Returning a Value in Time Format

I have a spreadsheet that I want to use the IF Function and have it return the value as a time so that the other cells that have formulas based on that output can calculate time with.

    Below is the formula:
    =IF(V7="","",IF(V7=319,30,IF(V7=320,40,IF(V7=321,50,""))))

Where 30,40 and 50 should be returned as 00:30, 00:40, 00:50 or even 12:30AM would work.

    Thanks!
