Conditional Formatting using Data Bars giving me Relative Reference Error

i have data in two columns, C actual results and D what was planned. I want a bar in cell C (With the Data) showing how close we were to plan. I was using the conditional format\data bars. I selected RULE: format cell based on values STYLE: Data bars MIN TYPE: Number = 0 MAX TYPE: Number = $D$2. This will work for row 2, so i change $D$2 to $D2, and hit okay, but excel give me an error. I have a work around, but I lose showing the data in column C. Is there another way to make excel do what I want it to other than conditionally formatting each cell interdependently?

    C D
    2 4
    3 4
    6000 8000

You can do it in blocks, so C2:C8 based on $D$2.

Otherwise you will need to use a separate column and do the data bar based on a ratio calculation
