Changing color of one cell based on multiple conditions of others

Hello there, I'm putting together a spreadsheet to help at work tracking our company's fleet vehicles. I have 3 columns with the vehicle identification number (VIN), the date out, and the date in.

What I would like to do is chagne the color of the VIN cell based on whether or not the particular vehicle is checked out. I would like to change the VIN cell color if the Date Out cell has text in it while the Date In cell does not. If both Date Out and Date In cells have text, the color of the VIN cell will disappear. Similarly, if neither Date Out or Date In have text, the color will not appear.

This way, if date entries are incomplete, the color will change to make the user aware of this, disappear if it's complete, and not be a color if there's no data.

Thank you for any help in advance!

this can be solved by an automated macro. yet, it would be very helpful if you sent a sample sheet

Some pointers: choose the color by painting cell A1
It only paints is there is no IN date and there is a OUT date
