    need formula based on two condition numbers and coast

    Hi ,
    Iam working in transportation filed and our clients give me spreadsheet with numbers of employees and give me some conditions to use the type of the car which i have to use like if the numbers of the employees from 1 to 8 i have to use H1 car and if the employees from 9 to 14 i have to use micro bus and if the number from 15 to 26 i have to use mini bus , i have this formula before but it measure about numbers of employees , the problem here that the client ask me to Measure based on numbers and coast like if the numbers of employees are 28 i have to use 2 micro bus(14+14) not to use mini bus (26+2 ) because the coast of 2 micro bus is 460 but one mini bus and one micro bus will coast 400+230= 630 ,i want formula to fix this problem

    H1 Micro Bus Mini Bus
    1-8 9-14 15-26
    200 $ 230 $ 400 $

    hereby the sheet with routes and with formula which based on Numbers of employees but i need the coast also
