Parcentage - circle a number

Hello,

I have one problem how to display properly my number,

can i somehow to if the number below to the first part of decade circle a secound digit as fifth part of decade or if the secound digit below secound part circle them as whole number

Something like this;


23,8% 25%
28,5% 30%
