Time range criteria using countifs formula

Hi all,
I have created a spreadsheet that calculates times between patient arrival time (door time) and various goals along the admit process (door to ....). I would like to create a bottom row that keeps a running tally showing % of compliance. Example sheet 1 includes multi rows already available and she would not have to insert new rows, but I can't create the formula to exclude the blank "0:00" colums. Example sheet 2 will require her to enter a new line each time, but the newly inserted line does not keep the needed formula.
Another issue regarding column y, this formula would require calculating data from 4 different cells that already have a formula.....is that do able?
I need to add, I am self taught in excel, but can follow instruction well, but this spread sheet is for a colleague who is very excel challenged.

Hi Kathy

I think that I have understood your requirements. You were almost there - just needed a "countifs" in row 20 and a sort out of the row numbers in the formulas.

On example 1 I have worked through to column Y.

Let me know if I have missed anything.

On example 2 possible a way to deal with this is to have a blank row immediately above the last row. Any additional rows may be added above this penultimate row.
