    Maybe:
    =IF(OR(ROW(A4)=4,MOD(G4,H$1)=0),MIN(IF(G$4:G$33>=G4,1,100000)*IF(G$4:G$33<G4+100,F$4:F$33,100000)),"")
    in H4 and copy down?

    Sorry, I forgot to say it is an array formula so needs to be confirmed with ctrl+shift+enter.

    It replicates your results on my copy.
