Pull data from one sheet to another based on multiple criteria

Hi all

This has been making my brain explode for several days now, so thanks in advance for even reading this.

I have a skills matrix which gives everyone a ranking of 0-4 for their skillset in certain applications. It also shows whether each user is online. I've been tasked with making a separate sheet that only shows the experts (highest scorers) in each area that are currently online.

This is a very simple version of my spreadsheet.

I need it to see that both Lucy and Sarah score 4 in Word, and not throw out an error because there's more than one expert in that category - if we could pull out both names, that would be awesome.

Also, some applications are new, so nobody's an expert yet, with everyone scoring 1 or 2, so I need it to search for the maximum score in that column, rather than specifically looking for 4. Also, in the case where we're all new to software, I don't really want it dragging out all 40 names of the team out, so limiting it to 3 would be good.

One tiny thing, my spreadsheet also has "N/A" as an option (some workers do not work with certain applications) and now it's pulling through "N/A" as the top value. Is there away around this? I ended up using Alvin's formula.
