Logic Formula Help, Can your result end in a shaded cell?

I have a task % Complete column and a Completion date column. The % complete column is conditionally formated using the 3 color bar, 100%=green 50%=yellow 0%=red. I would like the date completion column to highlight using the same 3 color bar method, but only if certain conditions are met.

Scenario 1

if the cell in the %complete was =100% and the cell in the completion date was ><= Today the cell in the completion date would be highlighted green

Scenario 2

if the cell in the %complete was <100% and the cell in the completion date was <= Today the cell in the completion date would be highlighted
