There is no column labeled Due Date in your sample. Does this refer to Target Date or Completion date?
Does already passed mean Due Date < Today, or is it a combination of the other headers?

Sorry, result should be in column "O".
I have a formula in there but it is not giving me the correct answer.
Yes anything < TODAY that has a value in Column J
At the end of the day I would like Column "O" to report the average of Column J for a given region in Column A
