need formula help

I'm needing help with finding the correct formula, I use excel to keep track of my business money.
example below.
column 1 (gross), column 2 (fuel), column 3(net), column 4 (=net/2)
I need a formula for when column 3 exceeds $1000

the problem is I pay my drivers 50% of net up to $1000. anything above $1000 I pay them 70%
example
$3000 gross, $1000 fuel, = $2000 net, =net (<1000/2=500) + net (>1000*.70=700)= $1200 --- this is the formula I need!!! but I just don't know how to enter it in excel. PLEASE HELP!!
