How to delete rows based on a met condition between two rows

My spreadsheet has rows with duplicate names in some rows, but not all. I want to run a macro to analyze which rows have duplicated names and delete the second of the two rows and remove the blank rows. As a final step a blank row needs to be inserted when there is a change in the hour of the day - say from 08:00 to 09:00. A small sample of the Excel document is attached.

Thank you for your consideration and any ideas.
