IF Function with %

Guys,

I have a slightly tricky If function to develop not sure if it can be done but I thought, I better ask some of you ...

I am dealing with earnings and dividends per share so lets say column A is earnings and column B is dividend

I want column C to show ...

If column B is equal to or smaller than 40% of column A then it will be column B and if this condition is false then i would like the value of column b to drop as low as 40% of column A.

Any advice would be appreciated.
