FREQUENCY - Trying to check how many time an item occurs

My sheet contains quote numbers in column A and quote versions is column B. If a quote has multiple version (A,B,C,etc) the quote number in column A remains the same. I need the line item data (versions) for one report, but also need whole quote data in that report. Is there a way to count the number of unique quote numbers from column A while adding some criteria? Not only does it need to search unique quotes but has to differentiate between 2 types of quotes (column C - custom or rate carded) and date created (column D - the issue with this is the date created cells are formatted as "m/d/yyyy h:mm AM/PM" and I only need to search the date part of that cell, time is also there for another part of report though).
