Wondering why cant we use Counta for column A unless we have a Director in the list without any KPI.

Are you counting when neither column has a blank? If so, then 3 is correct, but Im not sure how you get 4?

sorry for the confusion, the correct is 4 because on Col A under director column A3 has values on col B3 to B4 but B3 has blank so that is why it is not counted.
Rules:
1. if any on column B values is not Blank then Column A Director Column will count as per director.
In this case, col B3 to B4 is counted as 1 because any on B3 to B4 has value on it, will count by director.
*The countA for column A is 5 but since A9 for B9 is blank so it is not counted.
