Cannot combine IF,AND, INDEX functions to produce a clean result

So i have a list of employee information which contains many columns such as ID, Name, Location, Citizenship, Email.....

I need to create a short list of any employee that have a citizenship of Italy and has a letter "e" in their name.

Im thinking of combining IF, AND, VLOOKUP/INDEX but I cant work to creat a clean combination. Each time for each role I have to manually enter the new parameter. Also i want to ask is there a way to create a droplist where I can just enter the parameter/filter to achieve the same asked result ?

Why not use a filter ?

Im also thinking of using advanced filter but i dont know how to set it up. Any ideas ?

EDIT: ty Pepe Le Mokko for your suggestion. The problem is way more simple than I tried to make it to be.
