Your profile says you're using Excel 2007 so you can use IFERROR.
Maybe like this...
=IFERROR(IF(AST!AL2="Not on duty","Not on duty",VLOOKUP("HEO",Sheet2!Q41:R55,2,0)),_____)
Replace the underscores with whatever result you want when an error is generated.
