Excel does not recognize text in the formula. Please help.

I have a formula that starts with

    =IF($C8="2013",(INDEX('LookUp Table2013'!$J$120:$J$141,MATCH(D26&$C$18,'LookUp Table2013'!$D$120:$D$141&'LookUp Table2013'!$B$120:$B$141,0))), (INDEX('Lookup Table2014'!$I$2:$I$21,MATCH('1. Contract Review'!D26&'1. Contract Review'!$C$18,'Lookup Table2014'!$C$2:$C$21&'Lookup Table2014'!$B$2:$B$21,0))))

    I have 2013 entered in cell C8.

However when I click to Fx button it tells me that the first condition IF (C8="2013") is FALSE. I don't understand why.

Try without the quotes in 2013, if 2013 is a number and not a text.

    Formula: copy to clipboard

Looks to me as though the 2013 in the cell is a number, not a string - try removing the double quotes.
