Help using vlookup with "From" & "To" numbers

I am trying to bring data in to the green cell based on 2 numbers (highlighted in yellow)

A user would change these numbers depending on the week he wanted the data for.

In the example shown the user would be returned 52.

Is there a simple way to achieve this?

    Thanks

    Hello
You could use SUMIFS, for example:

Ensure week no's are only entered once, else they will be added to the calculation.

Values for Manchester is 13 for all weeks. You need to clarify which one is selected & exactly based on what?
