how do I maintain the permission list to "allow users to edit ranges" on another sheet?

I have a ss with about 50 different users in 6 different departments. I am using the "Allow Users to Edit Ranges" to manage who can make what changes. How can I get the permissions list to access another sheet so that when someone new is hired I can just update the permissions sheet to give them access to all the spreadsheets that are based on the original? Thank you for any help. I am using Excel 2010.
