Change default setting for Conditional Formatting

I'm not sure if this is a change with the 2013 version of Excel, but after a recent upgrade when I attempt to create a conditional format, the menu is defaulting to "Current Selection", whereas I was thinking that the prior versions would default to "This Worksheet" to allow any changes made to affect the sheet that I'm on and not the individual cell that might be active.

    1) Can anyone confirm if the default in earlier versions for Conditional Formatting was "This Worksheet" and not "Current Selection"?

1a) If the prior versions defaulted to "This Worksheet", does anyone know of a way to set Excel 2013 up that same way? I'm going through and have realized that a number of conditions that I set are only impacting a single cell, instead of worksheet as I intended.

    Thanks for your help!

Re: Change default setting for Conditional Formatting

Old thread but I am looking at the same question in a different forum. There is no setting or VBA than can be used to do this. The best I have found is to use a third-party macro tool to set a hotkey to go to Worksheet.

By the way, this setting does not affect the scope of new changes made, it determines which rules are shown in the list.
