From Access to Excel

Is it possible in excel 2013 to build sub tabs where you can enter data just like in access?

Maybe.

Concretely:
1) I dunno what you mean by "sub tabs."

2) Using Form Controls you can build an input menu kinda like an Access SQL form.

3) And you can hook Access and Excel together with Data Links / External Connections.

Well, broad questions get vague answers, I guess.
