lookup and return multiple criteria

Need some wise soul to give me some help. Trying to design a index, or match, and or lookup type formulae???

I want to be able to get criteria based on two variables - a value in column a which will have a previous value in the row above.
the data will have two columns which vary and I need to return the information in the associated cells to the main input page.
I need to do this one row at a time as I enter the values in column 'a' on the 'input' sheet.
So I assume a macro will not be the way..:-)
