    Custom formatting issue using conditional formatting

    I am having an issue using conditional formatting with custom formatting.

    Here is the custom formatting I am trying to use for % #,##0.0%_);(#,##0.0%);-__

    When I enter 10, it displays 10.0% and the value is 0.1, just how I want it. When I use this same formatting with conditional formatting, it displays 1,000.0% and the value is 10. Not sure why there is a difference.

    What can I do about this?

    Column D has the conditional formatting in rows 5-10. Column F is just formatted cells working the way I want.

    To attach a Workbook directly to the forum:
    • Click Advanced (next to quick post),
    • Scroll down until you see "Manage Attachments",
    • Click that then select "add files" (top right corner).
    • Click "Select Files" find your file, click "open" click "upload"
    • Once the upload is completed the file name will appear below the input boxes in this window.
    • Click "Done" at bottom right to close the Attachment Manager.
    • Click "Submit Reply"

    You were entering different amounts in D5 to D10 than you were entering in F5 to F10. When entering the same amounts in both ranges, identical results were obtained.
