Index Match Formula, or VLookup not helping with this problem

Good day

A unique and first time problem for me. I would appreciate help if someone came accross this before.
I need to look for numbers as per the below which are all listed in Column Y on the Sheet named "Orders"
Seals
22464001839304, 22464001750012, 22464001839298

in a different sheet called "Returns" Column W, as listed per the below.
Seals
20162007930163, 22464001839304, 22464001750012, 22464001839298

From this you can see it is not always an exact match and sometimes the sequence changes. If the search match @ least 2 of these number it needs to return the number from the sheet "Returns" as shown in Column H in returns to the sheet for orders Column I

Please any suggestion for a formula or Macro would be greatly appreciated
