Extract Data from Multiple Cells of Closed Excel Files and Include Formulas

This link very well explains what I am trying to accomplish.

The first step is extracting data from many excel files of just cells C4, R9, and C16 (for example).

But I would like to extract data from multiple cells not simply one cell.
Example:
Countif(C4:C10,"=4")

Can I simply replace the C4 cell with the countif function of C4 to C10?
