Slow Screen Tips on Excel 2013 - HELP!

My laptop at work was recently upgraded, and with it came Windows 8 and Excel 2013. The laptop is a Dell Ultrabook E7440, with an Intel I7 and Intel HD 4000 graphics chipset.

The laptop was not blazing fast when I booted it up, but it worked well enough until I opened Excel. I consider myself a strong Excel user and VBA coder, and rarely (if ever) used my mouse when working in Excel 2010. I used the Alt + commands almost exclusively. I tried to navigate and edit an excel file with lots of indirect references using the Alt + commands, and each time I tried to do something, the screen tips would slowly cascade across the screen at each step, taking a total of a few seconds to do something like rename a sheet. I figured it was due to all the indirects, so I tried it with another, lighter file. The cascading effect sped up a marginal amount, but was still a couple of seconds long and too slow to make the Alt + commands useable.

I have been monitoring my RAM and processor usage, and all are normal / low when I experience the issue. I tried disabling animations in Windows 8, disabling screen tips, disabling hardware acceleration, and a few other items. Nothing seems to alleviate the problem. I have been searching this and other forums for solutions, and have yet to find one. I am trying to convince my IT department to roll me back to Excel 2010, but that is a last resort option. Can anyone help? PLEASE??
