Conditional Formatting "Apply rule to.." Option not there

Hi all, I am trying to create a conditional formatting rule that expands as I add rows to my table. Online search has taught me about different options under "apply rule to.." that can help this, but this option is not appearing when I go to create/edit a rule.

Also, the "Formatting options" button does NOT appear on the bottom right corner of my selection.

Your screenshot has the first option selected (Format all cells based on their values). The online example has the last row selected (Use a formula to determine which cells to format). Select the same row and you'll get the same options.

The initial rule you set will apply to whatever cells you have selected. After creating the rule, you can go into "Manage Rules" and you will see the box where it says "Apply rule to"

I know this is an old thread, but I am having the same issue. There is no "Apply rule to" option under Conditional Formatting. I can't find any solution anywhere online.
