indexing rows/columns of numbers

Hi, I found a similar thread on this regarding names, but I can't figure out why it won't work with numbers. I have a three rows, V/um, clearing totals and the indexed result...in this case 30-1 is the run number. Each time there is a number in the clearing total I need to index the V/um corresponding number into the row to the right of the clearing totals. For example

V/um Clearing total 30-1
20 0 0
40 0 0
60 0 0
80 0 0
100 1 100
150 7 150
200 3 150
250 10 150
etc etc 150
150

Any ideas how to do this using a formula? Please see the attached file. replicating marks graph 32-33.xlsx

I think this can easily be achieve with the help of a VBA code. Please find the attached sheet if you are open to a VBA solution to this. Click the Green Button on the sheet to get the desired output.
