Export to Tab-Delimited Text File Not working!

I understand how to export an excel spreadsheet into a tab-delimited text file, but for some reason, the top row is not being separated by a tab. I have two rows of data, the first being the a list of states, the next row being numbers associated with them. For some reason, when I export the file, the values on the top row (states) are separated by a space. This is ultimately causing me problems when trying to import data into a pdf form. When I go into the text file and manually insert a tab between the states, the data import if fine.

I'm not sure what is causing the problem, and any help would be appreciated!

Note: I am getting the usual, some formatting will be lost when saving it to a text file. I'm not sure what the issue is though. In testing it, I simply type in the data without any elaborate formatting.
