    Conditional formatting for duplicate text.

I have a column of names and a corresponding column of cities that these people are from. Once these people send in a certain application, I copy their names and cities into a separate sheet. I do this by week. The problem I am having is that when I want to quickly see who who has already been entered in over the weeks. Is there any way that I can make it so that when I put in a city and name, and then later in another sheet put in the same city and name, the original cell turns green. Is that possible? to highlight duplicate sets of cells that have no numerical values?

I have a sample of how I want it to be in the end. The names in green are those who have their name under "completed" in either of the 2 sheets.

Attach a sample workbook. Make sure there is just enough data to make it clear what is needed. Include a BEFORE sheet and an AFTER sheet in the workbook if needed to show the process you're trying to complete or automate. Make sure your desired results are demonstrated, mock them up manually if needed. Remember to desensitize the data.
