    Conditional formatting bug?

    Hi guys!
I have a real quarrel here. I've created a Gantt chart template where you can colour-code the bars depending on what phase you select. For some unexplainable reason the conditional formatting only applies on certain formulas, even though the formulas are exactly the same.

    E.g.
=IF(AND(I6=1);$E6="Study") returns a purple colour (in conditional formatting)
=IF(AND(I6=1);$E6="Design") should return a blue colour but instead nothing happens??

In the attached spreadsheet you can see what I mean in cell "I6". Project Planning Gantt Chart v0.1.xlsm
Is this some sort of bug perhaps?

    Any help is appreciated!
