How to get similar result if I change the combination of numbers with formula?

I would like to get similar result when I change the numbers in column “A” to different combination in Col.”C” with formula or vb code,if possible please.

Confused. What is the relationship between the numbers in column A and column C? Why should 01 02
yield 09 15, and 01 03 yield nothing at all?

Thanks for your time , there are no relationship between the numbers in column A and column C its just different combination.i ‘ve filled the remaining cells manually.Now I’ve different combination in column”D” ,is it possible to get result with formula?
