CSV File Truncates Zeros after commas

In the attached CSV file, the data appears correctly when opened in Notepad. When opened in Excel, the amount 6,045.00 appears correctly the first time, but the zero is truncated the second time it appears; and, the zero after the comma in the amount -10,038,663.00, is truncated both times it appears.

Can anyone explain why this his happening and how to correct it?

What do you have as the list separator character in your regional settings?

The first time I opened the file with my UK separator of "," then the result was all over the place since the field separator in the file is a semi colon. Either change the output from whatever software you are getting the csv (sic) file or change your regional list separator temporarily to a ;
