How can I concatenate text at irregular intervals?

I have a list of contacts in the news media. There is a row for each contact, with columns for various details - phone number, etc. One of these columns is "Outlet." For most of the contacts in this auto-generated list, there are multiple outlets listed. The issue is that each outlet is listed on a separate row, leading to a gap between each contact, of a varying number of rows. I would like to automatically concatenate the outlets for each contact into one cell (the top outlet cell for each).

This is probably a confusing way to describe the issue, so please just take a look at the attached sample and it should be clear what I need. There's a tab for Current and Desired.

    Sample data.xlsx

    Thanks in advance!
