Analysing skills matrix

Hi I have a problem that I've been struggling with for a while.

I have made a table for a skills matrix (although it should probably be 2 tables) with rows for different skills and columns for the tasks and for user scores.

The table is in the form -

What I need to be able to do is analyse the user scores by task, which I've been trying to do using a pivot table or power view (although it doesn't have to be these methods) but I'm struggling to create filters or slicers due to the way the task vs skills data is recorded.

Does anyone either have any suggestions for either how to create a pivot table to do this or how I should be laying out the data in the first place? I won't be the end user for the wookbook so I was trying to keep it simple to update and not to use macros if possible.
