I have a column with repeated values. When this occurs I would like to append the number out of total number, see attached spreadsheet.

Ensure you describe your problem clearly, I have little time available to solve these problems and do not appreciate numerous changes to them.
A much simpler approach and I believe it works. Replace the "of" with whatever text you like, of course.
