Matrix Validation

So I guess what I really need help is:

From the sheet 2 tab, you see a matrix. The matrix tells me what combinations of numbers are allowed to exist. The ‘X’ marks an allowed combination.

Every month, a report is produced and I need to double check if the transactions have the right combination – as shown in the criteria tab.

Ideally I’d like a formula to return a Y/N answer.
