Print Certain Rows on Sheet

Trying to print certain rows on sheet if data is missing in column I or J. I hope my example explains better. If this is
possible then when you print the sheet it would have a header with todays date.

Is something like this possible,should this be moved to VBA?. Do I need a extra sheet to have the print data I want?. Any suggestion on how to do
this is welcome.
