I'm having a problem trying to improve the formatting of a chart. I may actually be going about this all wrong. Below is a screenshot for illustrative purposes...

The chart has 7 series. The high-level category has two levels: intervention and comparison. The lower-level category also has two levels: target and non-target. The pharmacy, general retailer, itinerant drug vendor and ALL target series only have values within the target category. The private facility, health worker and ALL non-target series will only have values within the non-target category.
Currently, the series are not centered within their respective categories because the series that don't belong in the category have zero values so they are taking up real estate on the x-axis.
Is there a way to center the series within their respective categories? Any help would be greatly appreciated.
