Conditional Formatting - Color Formatting for Blank Cells

In my attached worksheet, can anyone tell me why in my conditional formatted rules, cells Y78:AM78 are shading green when there is no data entered in them? They should be shaded like the rest of the cells that don't have a value light blue.

Not sure, but if you go over the cells with Delete, they do turn light blue.

Not the cells I'm referring to, they stay green when I try that.

Dear sir, I am not blind. On my PC I went over cells Y78:AM78 with delete and the color changed to light blue.

The same range Y78:AM78, every cell contains a space.

It has a space because there is a formula there in my original document, I cut this one down to size to be able to upload it here. Does this still work if there is a formula in the bar but no data returned?
