resize, insert, and arrange multiple photos

We keep a file of patient photos fro visual identification. Right now the printing process is cumbersome at best. I would like to create a template to where I could import all of the patient photos and have them resized, arranged, and aligned for easier printing and archiving. Essentially a template that can handle up to 22 jpg photos and arrange them.

cannot share the folder here as it would be a violation of patient rights, and if I attach pics they turn out huge so there is not much I can attach to assiste.
